You will find the flow that shows how to personalize a MIFARE Plus in either the datasheet of MIFARE Plus or in some Application note. The documentation about MIFARE Plus is only available under NDA, you can set up one under: https://www.nxp.com/webapp-signup/ndaReqForm. Then we can push you the documentation of MIFARE Plus. Best would be if you can open a ticket under support.nxp.com, then we can track and ensure you get the documentation you need.
