I try to create application on Desfire EV1:
Example (3.2.1) in AN11704

APDU:90 CA 00 00 17 45 23 F1 0F A5 12 34 A0 00 00 03 96 56 43 41 03 F1 23 45 00 00 00 00 00

BUt I get response: 91 9D :Not allow the requested command..
