Get Key Entry – Problem

Hi, I'm so sorry for asking so many questions.
I tried to do the command: 80 64 45 00 00 [/ b]
but the SAM response was: 69 84 [/ b]
By documentation, it means: invalid reference data (key entry or invalid CRC KUC).
I checked the KUC and the limit is FFFFFFFF [/ b]
The question is: How do I solve this?
