Dear Support,
The problem is solved. I can fully control the access keys of Application. I can read/write the data in files.
The setting of bit " CHANGE KEY ACCESS RIGHT". It is very important.
When "Change key access right" = 0xF ==> the application keys (APKs) can not be changed.
