You are sure the MIFARE Plus is in SL3? Please take in mind, SL1 is the “Classic compliant mode” and this is ISO/IEC 14443-3 (part 3!) and SL3 is ISO/IEC 14443-4 (part 4!).
For brand new cards you have to bring them into SL3 with a personalizing procedure.
