here we are talking about the MIFARE SDK for Android .
If you are want to program a NFC controller on a PC, you can use the NXP Reader Library. This library is optimized for special NXP NFC controllers. For communicating with tags and Smartcards on a PC you can also use the PC/SC interface in a more general way. The PC/SC interface was designed for contact Smartcard but is also extended for contactless Smartcards and tags. The PC/SC interface is standardized by Microsoft, so you will find a C# solution for this interface.
