We've built a solution that abstracts these interfaces to a RESTful API so that developers can build solutions now while the ecosystem opens up. It requires use of our reader module and dev kit but perhaps you find it useful. If you're interested, you can schedule a quick demo here.

We offer an SDK on our website but still spend a good amount of time helping devs integrate it in their applications. The API the manufacturer was eluding to was the PCSC specification which is extensive and over the top for most RFID use cases. Here's a condensed version you might find more helpful.
