Problem activating the SAM AV3

I am trying to activate a SAM AV3 with the SAM_LockUnlock command, looking at the user manual section 21.1.1. I'll risk an obvious question. Do I really have to do this 8-step process and establish an AES encrypted communication with the SAM using MACt(kx, etc....) ?

I am looking for an easy way to establish an authenticated session with an EV1 card with the CLR663. The SAM AV3 appears to need me to write an AES session just to talk to it?

If I want to communicate with the card, I don't see the SAM off-loading any effort to do this - it seems to double the effort.
