Power amplifier (PA) for CLRC632

Hi all,

I'm designing power amplifier to obtain 2-4 Watts on a 50 Ohms antenna. I refer AN103510 document about RF Amplifier for NXP Contactless Reader IC's. In the document, what is maximum power of the PA? At 5th page, it says "The amplification of the voltage does not solely depend on the values for the coil and the capacitor but also on the value of the input impedance of the A/B power amplifier. When a 12V power supply is used, the peak-to-peak value for this signal must not exceed 10V to prevent chipping." I wonder 10V is voltage on PA output or PA input?
