PCD to PCD communication

    Hi all,
    This is my first post here, so i hope you can help me,
    I need to communicate a PCD to another PCD, (a reader that interrogates another reader)
    - how can i implement such communication, which IC to use and under what standards does it communicate?
    this communication can take place for example in access control when you want to communicate directly with a lock using a handheld programmer.

    Thank you for your answer,
    I am using NXP MFRC522 IC,(13.56Mhz) which support various Mifare variants,
    Can i implement the operating modes that you mentioned using MFRC522 IC,
    If yes,Is there any resources (Application notes, Training, books, etc..)that i can use to develop such modes
