License Verification Failure

(Sorry for the double post, realised I posted in the wrong forum, but unable to delete)

Sometime yesterday, our android apps started failing on license verification.
We've even tried registering a new app to get a different key but the error remains.
We've tried on different devices and different internet connections as well with no luck.
Even our old APK which had no issues previously are also failing on license verification.
Here's the error we're getting.

I/LICENSE_VERIFIER: No peer certificate
javax.net.ssl.SSLPeerUnverifiedException: No peer certificate

We are on kitkat with sdk version 1.0

Is there any way to follow the progress on the off-line mechanism and to opt-in for early testing?
Is there a planned schedule for this off-line mechanism release as well?
