How to change SL1 to SL3?

I have Pegoda RD710.
I have MifareDiscover in full version.
I try to work with cards Mifare Plus X2.

My problem starts when I try to change security level from 1 to 3.

I use AN10992 rev 2.4 – 8 October 2012 – 198124.
The part “Swich Mifare Plus from Security Level 1 in Security Level 3” seems not working.

I could change Security Level from 0 to 1, and card shows Security Level 1.
But I cannot move it higher.


How should I do it?
Do I need to use SAM?
